The Sacramento office was originally established (in Davis) in 1975, today serving clients with projects in Sacramento, Colusa, Glenn, Sutter and Yolo Counties.

Paul Hart has been with MacKay & Somps for over 20 years, acquiring extensive experience in the land development entitlement and design process, having managed numerous large-scale master plan projects. He graduated from Fresno State University in 1986 with a degree in Civil Engineering, joining MacKay & Somps as a design engineer in 1987. Paul has worked in many of the MacKay & Somps offices and became the Operations Manager of the Sacramento office in September of 2005 where he oversees all aspects of the daily operations and is the Engineer in Responsible Charge of the office. In addition, he has been involved with the Building Industry Association for over 10 years, serving as a liaison between builders and local governmental agencies in addressing the growing complexities of the land development design and approval process.
